Special Registration & National Security Entry-Exit Registration System (Updated 6/16/2006)


The National Security Entry-Exit Registration System (NSEERS) went into effect at a handful of ports of entry on September 11 and went national on October 1, 2002. The system requires selected individuals to be fingerprinted at ports of entry as well as requiring them to "register" with law enforcement authorities. December 2, 2003

January 16, 2003

INS announced that the following men meeting the following conditions MUST report to an INS office between February 24, 2003 and March 28, 2003.

  • you are a national or citizen of Bangladesh, Egypt, Indonesia, Jordan, or Kuwait and were inspected by the Immigration and Naturalization Service and last admitted to the United States as a nonimmigrant on or before September 30, 2002;
  • and if you are a male, born on or before February 24, 1987,
  • and if you did not have an application for asylum pending on January 16, 2003, or if you are not otherwise exempt as described in the attached questions and answers;
  • and if you will be in the United States at least until March 28, 2003.

December 16, 2002

INS announced that the following men meeting the following conditions MUST report to an INS office between January 13, 2003, and February 21, 2003.

  • You are a national or citizen of Pakistan, or Saudi Arabia, who was inspected by the Immigration and Naturalization Service and was last admitted to the United States as a nonimmigrant on or before September 30, 2002;
  • and if you are a male who was born on or before January 13, 1987;
  • and if you did not have an application for asylum pending on December 18, 2002, or if you are not otherwise exempt as described in the attached questions and answers;
  • and if you will remain in the United States after February 21, 2003. \

November 26, 2002

INS announced that the following men meeting the following conditions MUST report to an INS office by January 10, 2003.

  • You are a national or citizen of Afghanistan, Algeria, Bahrain, Eritrea, Lebanon, Morocco, North Korea, Oman, Qatar, Somalia, Tunisia, United Arab Emirates, and Yemen and were inspected by the Immigration and Naturalization Service and last admitted to the United States as a nonimmigrant on or before September 30, 2002;
  • and if you are a male, born on or before December 2, 1986;
  • and if you did not apply for asylum on or before November 22, 2002, or if you are not otherwise exempt as described in the attached questions and answers;
  • and if you will be in the United States at least until January 10, 2003.

November 6, 2002

INS announced that men meeting the following conditions MUST report to an INS office by December 16, 2002.

  • If you are a national or citizen of Iran, Iraq, Libya, Sudan, or Syria and were inspected by the Immigration and Naturalization Service and last admitted to the United States as a nonimmigrant on or before September 10, 2002;
  • and if you are a male, born on or before November 15, 1986;
  • and if you did not apply for asylum on or before November 6, 2002, or if you are not otherwise exempt as described in the attached questions and answers;
  • and if you will be in the United States at least until December 16, 2002.

October 9, 2002

INS issued a clarification about NSEERS. Currently, NSEERS only applies to the people listed above. It does not apply, at this time, to people already in the United States or to people who were not identified at the port of entry. http://www.ice.gov/pi/specialregistration/index.htm

NSEERS requires fingerprinting, photographing, and registration requirements on the following: all nationals of Iran, Iraq, Libya, Sudan, and Syria; certain nationals of other countries whom the State Department and the US Immigration and Naturalization Service (INS) determine to be an elevated national security risk; and aliens identified by INS inspectors at point of entry upon specific criteria to be established by the Department of Justice.
