Special Registration
& National Security Entry-Exit Registration
System (Updated 6/16/2006)
The National Security Entry-Exit Registration
System (NSEERS) went into effect at a handful of
ports of entry on September 11 and went national
on October 1, 2002. The system requires selected
individuals to be fingerprinted at ports of
entry as well as requiring them to "register"
with law enforcement authorities. Additional

The Department
of Homeland Security announced changes in NSEERS
reporting requirements. The regulation changes

INS announced that the following men meeting the
following conditions MUST report to an INS
office between February 24, 2003 and March
28, 2003.

INS announced that men meeting the following conditions MUST report to an INS office by December 16, 2002.

INS issued a clarification about NSEERS.
Currently, NSEERS only applies to the people
listed above. It does not apply, at this time,
to people already in the United States or to
people who were not identified at the port of
entry.

NSEERS requires fingerprinting, photographing,
and registration requirements on the following:
all nationals of Iran, Iraq, Libya, Sudan, and
Syria; certain nationals of other countries whom
the State Department and the US Immigration and
Naturalization Service (INS) determine to be an
elevated national security risk; and aliens
identified by INS inspectors at point of
entry upon specific criteria to be
established by the Department of Justice. A
