James Mendiola James Mendiola Jr. is the IPA Program Coordinator. Before joining the International Programs Office, James worked for seven years for the government of the Commonwealth of the Northern Mariana Islands with the 9th and 10th Tinian Municipal Council and the 15th CNMI Legislature. In addition to his experience in government James has participated in the Japan Exchange Teaching Programme under the Japanese Council of Local Authorities for International Relations.
